CAA proposes Heathrow charge cap for 2027-31.


The Civil Aviation ​Authority has proposed capping Heathrow ‌Airport's passenger charges between £27.20 and £30.50 per passenger for the ​2027-2031 regulatory period in order ​to keep passenger prices "fair", while also ⁠further investment into infrastructure at Europe's busiest ​airport.

However, Heathrow chief executive ​Thomas Woldbye warned that the watchdog's proposed cap "may force choices that create trade-offs for service and delay delivery".

Heathrow, which expects to see roughly 85m passengers pass through its terminals in 2026, has been looking to move forward with its £33bn plan to build a new runway as Downing Street pushes ahead with one of Britain's most controversial infrastructure ​projects as part of an effort to ​drive growth.

The ⁠CAA will publish final proposals in November, with a final decision set for April ​2027. The price control process is separate from ongoing work on Heathrow's capacity expansion.
