Seligman bought 10,000 shares in the still majority state-owned lender the day before at a price of 214.0p via M Seligman &Co., a vehicle in which his spouse had a beneficial interest.
A week earlier, RBS had posted an operating loss before tax of £8.0m for the three months ending in September.
That was in comparison to a £961.0m profit for the same period a year ago.
In September the lender had told shareholders to expect a provision for PPI claims of between £600.0m and £900.0m, which in the event turned out to be £900.0m.
Commenting on RBS's third quarter results four days afterwards, analysts at Berenberg said that they served as a reminder that the lender's transformation remained incomplete, but so too the prospects for the lender's capital distribution plans were still undervalued.
